This app developed by the Government of Latvia addresses all language skills.  Learners choose their language proficiency level and then any one of the twelve subjects offered. A long word list, grammar summary, texts to read and  listening exercises to test comprehension are presented.  Although there is some English language support, the learner must have minimum Latvian reading skills to use the app.  Learners must register but there seems to be no subscription fee. https://elaipa.lv

There are corresponding LAIPA (print) workbooks and additional resource material.  Go to www.maciunmacies.valoda.lv, press 16+ and you are able to access all the material online.  Again, learners need minimum Latvian reading skills to benefit from the resources.
